Yes, they were! 

We will never get confirmation but ever since ep 6x18, and for sure 6x19 (The Finder), B&B were “dating.”
I honestly think that by Myth, they started to see each other in a far more romantic sense (and of course in 6x16 Blackout they already admitted to wanting to be together romantically and basically there agreed to go ” exclusive”), and I actually think from there on out,  they were a couple, dating. Including occasional kissing (but were waiting to sleep together). 

The Finder had them completely going on dates including the outfits, their alone time (where even Ike & Leo had ‘driven all around town to find them’, insinuating that B&B were not at their usual places and probably had been out, together, alone), they way they just ‘were.’

And like pointed out here, they were completely a couple in all ways (minus the sleeping together - though I think at this point, they got close. Very close and maybe even had an aborted moment - the reason why Brennan insisted sleeping on the couch in Hole. Since they had gotten close and she didn’t want to tempt it just yet [hold that thought!]). 
Not only did Brennan lay it on the line that she wanted a child, with Booth. And fast. But also the title ” Signs in the Silence.” 
The titles often, especially back then, referred as much to the case as to Booth and Brennan. That title isn’t random, AT ALL!
It was ALL about the silent signs in this episode. And there were plenty!! 

If you look back to the eps starting from 6x18 and pay attention, keeping in mind that B&B may actually really started dating, Signs in the Silence really is a ” Whoa (horse)”  moment! 

I really think TPTB wanted us to see the silent signs but basically almost everyone missed it. Or didn’t want to see it. Denial isn’t a river in Egypt only after all. 

I believe it is canon that B&B were actually truly dating starting from 6x19/The Finder on, with the first bait thrown out in 6x18. 

And as long as TPTB don’t shoot this idea (and they won’t!), this is truly what I believe. And anyone who says they didn’t see B&B date, are being incredibly oblivious. First, they dated for 5 years! But the real, actual, romantic dating did happen. Right in front of our eyes! Mostly were just blind to it. Whether due to their hate over the season (Hannah), or just because of their own expectations and ideas. 
You just had to be open enough to see it.
